I have to be honest, sometimes I like the stoplights giving me a chance to catch my breath! I don't mind those.
Also, city workers cutting up the trees that have fallen after a big storm, it's worth the delay or detour.

He was actually going at a decent clip. The GF at the time and I wanted to make sure everything was clear for us to pass. Hard to see, but there is a curve up ahead. I have drafted an Amish buggy or two waiting for a clear line of sight in order to pass.

I'm an urban cyclist, but I get delayed by sheep sometimes too.
Obviously the dogs aren't properly trained to keep them out of the bike lane. They are used for the maintenance and have to be moved between parks and green spaces through the city. The first time was a pleasantly surreal experience but after many years it's still odd t to see something this rural in the urban environment. And if you're late on an appointment because of the flock of sheep you're easily excused.

Alcohol was the problem with the guy I found. They sent a fire truck, ambulance and 3 cop cars to check on him. I asked a friend who's a lieutenant in a fire department about my being responsible for diverting resources that could have been better used elsewhere and he said to not worry about it, and that it was probably a slow night for them. I ended up seeing the passed out guy again the next day too. He was easy to recognize as he was wearing the same clothes, and looked like he wasn't going to change his behavior soon.
