Difficult to remove rear wheel
The bike has Campag semi horizontal dropouts and was built around 1994 and is 126mm spacing. The hub is a brand new Phil Wood Freewheel hub (in the correct spacing hand built on Velocity rims with Phil spokes and nipps) and the chain is in the smallest sprocket, the brakes are open and the QR is completely off and no air in the tire but it keeps binding on the drive side (non-drive seems to move just dandy). I thought I had cured it by filing the dropouts a bit but with the new wheel the binding in still occurring and it is driving me mad.
Wondering if anyone has any tips or tricks to removing the wheel?
Once out I do plan on potentially filing more and doing some investigating as to why this happens. when I did it last time with the old DA 7400 wheels it seemed to work just fine but now the problem is back.
I can snag some pictures if needed.

The dropout slot closing like that may be a result of impact at the dropout when the wheel was not present, like rough handling during transport. I would suggest measuring the slot width along its length to confirm. If so, and assuming the frame is steel, a little judicious prying may set it right. One of the frame builders on this forum may have a more educated opinion.

We called it "cold setting".
Check for any deformation in the paint/chrome around the dropout.
I would also suggest taking a pair of dropout alignment tools to this.
An impact could have take the dropout out of vertical true as well.

Do you have another wheel you can try ?
If you flip the wheel so the cogs are on the wrong side, will it go in?

let's have a nice clear pic of that drive side drop out please. as mentioned above, the wheel "slot" may be compressed a little.
Easy to fix with some very judicious bending.

Yes it has been tested with another wheel (DA 7400) and had the issue but I had solved it. I did a little bit more filing and it seems to be a bit better so we shall see. I think though it may also need some cold setting as it did feel a bit stiff towards the end but the wheel seems to be coming in and out more easily.
