Nashbar pannier durability ??

I'm in the market for a pair of small panniers. Nashbar seems to be the cheapest around. I'm thinking the 20L zippered ones rather than the 28 L roll top. Waterproof? I could buy some waterproof fabric and make waterproof bag liners. So how durable are these panniers? And what about the hanger mechanism?
