It's most likely still a structurally sound rim, they just could have done a better job at the joint.

I wouldn't be able to run that rim, just knowing the joint is like that would drive me bonkers.

In rim construction there are wielded joints which is a full wield where the ends of the rim meet.

Pinned is held together by pins that are extremely tight fitting.

450 is likely "claimed" weight. Actual production weight may be a fair bit more.

welded joints are extremely difficult to manufacture properly and expensive. pinned may not look as nice or be as strong but they're not bad and easier to manufacture to a higher quality. failure of a pinned joint is less likely when done at a value pricepoint.
