It's not just about visibilty, it's about respect. Many drivers, especially those who only cycle for recreation or don't cycle at all, see bikes on the road as a nuisance. A flashing light not only gets their attention, but may change their attitude (for a moment at least) towards a cyclist who took the initiative to use a light.

I agree. Always ride with lights but under these circumstances I just turn them off.
