The OP's Moser bike is stunning and likely historically significant. If it were mine and I needed a fork for it, I'd start by visiting the Facebook page for "Moser Cicli." I don't do Facebook, so I have no idea whether it's a fan page or a current manufacturer, but give it a go.

LOL -- i had to referee a fight at the HHH between Gaggioli and my GF's besties fiance (who was a Cat 2 at the time ) -- Mr Cat 2 got up in arms claiming Gaggioli was drafting him in the time trial that day and Roberto the hot blooded Italian got mad and started throwing fists !

Disc covers on spoked wheels were illegal in events sanctioned by the UCI and any national body associated with the ICI, such as the USCF. The discs had to be an integral structural component and not just for aerodynamics. Most of the early discs were laminated to a honeycomb core.

I started working on the bike a little last night since I’ve decided to keep it for now. I got the front derailleur unstuck and moving a little, should be okay once I get it cleaned up and lubed.
The internally routed rear brake cable might be an issue, I don’t know if the cable housing extends internally all the way back. Cable is not stuck but not smooth either. I want to know what is what before I try to pull and replace the housing.
I’ve got my eye on one or two donor bikes to provide a temporary fork and front wheel to at least get the bike ridable.
It is going to be a project, one step at a time.

I’m back with a mock-up update.
I’ve been watching for local postings of a road bike with a 650c front wheel and center mounted brakes. Found one with 650c front and rear, but way beyond my budget. Saw a Terry bike posted, but price and I think brakes were an issue. Then today I saw this Lotus, 700c rear with 24” front wheel (25-520, 600x25c marked on the tire). 2x6 Shimano 600 group. I sold some motorcycle parts after work, so I had the bike funds to buy this donor bike on the way home from work.
There are several inches of difference in the headtube lengths, so forgive the tape wrapped pipe insulation used as a spacer to help visually mock-up the fit. If it seems close to good then I can get the 24” fork steerer tube shortened and have the threads extended.
So, how does it look? Close enough? Or should I keep watching for a 650c fork or donor bike. The paint on the Lotus frame is very chipped, Tange steel, but likely a hard-sell locally. So the Lotus will become parts either for this Moser, or some future project. I added a pic of the Lotus as a point of reference.
ps, if an admin wants to move this discussion from the valuation section to the C&V, feel free to do so since people have posted a lot of good history in this discussion (value questions can be edited out, not sure if I still have that option).

Roberto Gaggioli = ( for reference, picture the typical 'Italian-playboy' image ) ....was a successful professional cyclist .... he typically avoided swimming with the big fish of the european peloton ....he won quite a few races in North America

The color even looks good...I would find local shop that has experience cutting and retreading that fork, the are hard to come by.

BTW, was that a Terry built frame, 700c on rear and 650b on the front would indicate it was...if so I never knew that they had one in the lotus line-up. The Lotus could also be a rare find.
