I can't tell from the photo if they have mirrors or not, but if they did, they should be able to see that they are possibly impeding traffic.
Regardless, if time were a factor, and they were slowing my progress, I'd back off to a polite distance, "toot" and my horn in the most polite way possible while waving with my left hand or even a thumbs up while smiling. If they moved over, problem solved. You might even want to roll down the passenger window and let 'em know they're "looking good", or "keep up the good work", etc
Then you just have to worry the next light doesn't stop you and allow them to catch back up to you....awkward!

I was traveling eastbound when 5 police officers on bicycle patrol turned onto the street I was traveling on from a street to the right. I slowed to follow safely. They quickly formed two lines, one with two riders abreast, and one with three abreast. Because of the rider spacing and steady westbound traffic, I didn't attempt to pass the patrol because I saw no safe way to complete the maneuver despite a third center turn lane frequently used to bypass stopped busses or relatively slower moving cyclists. Within 5 minutes, all cyclists had moved to the left turn lane at their substation.
Oh, and everyone went on their merry way, while I brought an illicit photo to the forums to see what the rest of you think.

The other riders so far ahead don't seem relevant to the immediate situation.

The riders on the left side of the lane and center are best positioned for moving into the left turn lane 1/2 block away. The rider at the right of the lane is in a poor position, if he did not have the other two riders holding the space he needs to move into the left turn lanes where motorist would be passing him after the light turned green.
Bad idea to stay right and zip across traffic at the last second to make a left turn.
