Here is part of the reason people call them BSO's Found this one on CL in western Nebraska for $40 OBO. I really wonder what it rides like...... That front brake is weird ..... Lol

I used to ride a Target Huffy and did 60 mile rides on it, an MTB. No suspension, nothing but heavy bike. Heavy, slow, but it got me there. 
Can't expect a great ride for $40.

The fork is on backwards ... Not uncommon on big box store bikes assembled by who knows who ...
The only fork I'm aware of with a bridge behind the fork by design is the Manitou R7 Elite, and it cost more than 2X that bike new in the box ...

You can tell it's wrong by the offset in the crown. It should sweep forward from the steer tube to the legs, this one sweeps back.

Forks backward is pretty common on BSOs It speaks to the assembly quality in store.

If it's assembled by a customer, I've seen my fair share of people entirely free of either experience with rim brake bikes, or observational skill, or both, setting up bikes like that.
One common explanation is that the bike came with the fork in that orientation in the box.
Gotta be right, right?
Another is an example of the saying:"logic is a way of going wrong with confidence" - they look at the rear brake, and assumes that the front brake should be at the back of the fork just as the rear brake is at the back of the chainstays.
Which IMO is a rather understandable assumption.

Just loosen gooseneck bolt, raise it up, spin fork around, set gooseneck back in and tighten bolt. Less than 5 min fix

A competent mechanic could set that up correctly in a few minutes. Which is the point. And if the quality of the setup is indicative of the quality of the rest of the bike... $40 sounds about right.

All newer BSO seem to have "front" stickers on the front of the forks. So I guess they recognized and resolved the problem of stupid "mechanics".
from OP's picture it also isn't clear if it came out of the store like that. AFAIK they sell you the bike unassembled and offer the assembly for a fee, like $10 or so. for all we know the owner could have installed the fork backwards. I could take my giant bike, reverse my fork and then make psots about how LBS are useless.......
