Oxidized because it's been sitting too long. BTW, that shaft is clearly marked as being stainless steel. Maybe worth half what he's asking??

Actually, the "SS" may indicate off-center races, while "P" indicates centered races.
However, my interpretation is that the "blue" is from heating the bottom bracket for extraction. And thus the outer races are more blue than the bearing cartridges, and the spindle.
The problem is that they are all hardened steel, and we don't know what has happened to the hardening and tempering. I wouldn't reuse the bearings, and the outer races are very questionable.
If in good condition, the asking price would be near what is expected. But, I'm not sure in the current condition, but it seems to be close to the asking price for a second generation spindle alone.

Bonus points for spelling, punctuation, etc., and good, detailed specs.But I still wouldn't buy the bike.
