That first picture makes it look like the front wheel is about hitting the down tube. The 2nd picture the fork looks OK.

hmmm....
good thing you passed... those second generation Waterford Paramounts do not really worth that much (esp with 50 inch wheels)
92 Paramount black steel 40"x22" . wheel radius is 25". . $425.00 OBO...... shimmanno brakes & gears, low impact sprocket for quick & effortless shifting.Low weight titatanium seat . great bike one of the last originals!
