I usually do my best Waylon impression and say "Howdy", and then;
a.) Keep on riding if they couldn't keep up me if they had an engine.
b.) ride next to them and talk, and then take a pull.
Other roadies make the miles go by faster.
::EDIT:: And much like Free Masons', I throw in some Bike Forums lingo to see if they understand. If not, okay. If they do we make fun of RyanF together.

Slap them on the A$$ as you pass and fart once you are past.
If they're coming in the other direction the bird usually does the job.
God I love riding.

If you live in rural Texas, it's considered polite to chainsaw them apart and enter a chili made out of them into a local cook-off...

I toss a frame pump into their front wheel. I carry 3 or 4 just in case I pass more than one rider along the way (I usually do). That usually stops 'em from staring at my massive guads when I pass them. If it doesn't, then I try yelling at them -- and I'm not being elitist -just safe.

I usually just adjust my Brikos, smile, and wave.

You Know!? For Kids!
So how many cyclists are there to wave at in your small town where the only route is 8 miles and you hate it so much that you want to take your bike back?

On group rides,
The Cowboy..."YeeHaaa!!!" or
The Concert Howl..."Youuuuuuu!!!"
Solo ridin',
Perhaps I might say,"Whadya' say?" or "Konnichiwa "

I usually say "On Your Left", then as I pass say "Hi" or "Good morning" or something similar. If it's a 50-something on a Colnago going 12mph, then I drope the hamer and dial it to 400w Not really. I usually try and be polite and courteous. If I pass someone and get a flat or something later, it would sure be nice to have them stop or at least not think I was a tool.
