Vuelta st 9, could either Valverde or Soler be #1?

Vuelta st 9, could either Valverde or Soler be #1?

In / after Vuelta stage 9, could Valverde have been #1 ? If they didn't have to be coddling Quintana? It took both of them, including team director calling Soler back to help Quintana, to have Quintana finish the stage well and assume overall lead? Valverde and Soler could have just rode off to stage victory, and likely put Valverde in the overall lead.

Valverde's done a fantastic job of continually pulling Roglic along in his attacks

On the TT, no one to help Quintana,Q drops like a rock.
