What the heck do you call these little buckles on the rear stays? and what do they do if anything?

I think they are there to make it easier to finish the dropouts and seat stay joints.

Styling to me, especially the bands near the seat lug.

Perhaps Both ends are lathe turned separately then the band reinforces the seam
repeated Japan track Keirin Racing is a bit hard on equipment, + maybe a builder's distinction under a logos not permitted paint.
