Best way to replace rear light to blinking on turbo vado SL?

Anyone know what is the best way to replace the rear light to a blinking one for Specialized Turbo Vado SL? What is the voltage of this light?

Many, but not necessarily the SL, are stepped-down to 5V. Can you measure it

Why the want for a blinking light? What other vehicles use blinking lights aside from emergency vehicles (which can make it hard to see at night). I find the solid light to be a lot better for visibility but if I needed something to do something different I would get a secondary USB rear light however on mine I usually try to avoid flashing unless I need to preserve battery.
