No idea why a freewheel would work fine in the morning and poorly in the afternoon, but if it were me I'd just buy another 80's UG freewheel on eBay. Used ones with a 28 big cog in good condition were around $30 the last time I looked. They are very hard to kill, so of it looks good it probably is good. Yes, you will need the removal tool or a friend who has one or an LBS without a long line.

Freewheels are consumables the 600 is probably from 30 years ago..

get a Sun Race freewheel , same 'speeds' count, and get on with your life..

$50 bike. Try the clean & lube, and if no success, pick up a new Shimano or Sunrace. It'll probably shift better with a new HG freewheel as well.

this occurred to me also. i do not think it was/is a shifter issue and i did check but maybe i am wrong. thks for the comment
Rather than guessing, CHECK. Next time it happens, WATCH the freewheel as you pedal. If the freewheel turns with the chain but does not propel the bike, then indeed the pawls are sticking. If the chain is skating between cogs on the freewheel, it will become apparent upon observation. But you have to catch it in the act, and be ready to watch the freewheel.

The only time I've had a freewheel or freehub spin free going forward, and create a "neutral" effect, is in extreme cold.

Have you checked chain and freewheel cogs for excessive wear?
