Hub design and ride characteristics?

A new custom wheelset is on the budget for the next couple of months and im picking out parts at the moment.

Between commuting and training im back and forth between my training beater and my fixie. Both steel and two different types of hubs. A pair of Forte Titans vs. generic track wheels, 32 spoke 2cross F, 3 cross R. even as far as cheap wheelsets go, the titans have a lot of lateral rigidity and some vertical compliance vs the trackset with weak lateral strength and a painful ride. what is the main cause of the varying ride characteristics?

in the new wheelset, i want the feel of a road set but meant for my fixie, is there a design characteristic that will give good complience but stiff when im out of the saddle?

no.

tire choice is like 90%, then another 10% is up to the suspension, should there be any.

If your wheels did that, they'd break down real fast.
