One-use light?
this came with my folding bike a while back when i was in Texas.
the bizzar thing is theres no way to recharge it or access the battery for replacement. wtf!

Are you sure?
If you take the screw out in the bottom bracket, what happens?
It probably clips together. After you know how to take it apart, it will probably be easy. But you may break it finding out.

Perhaps squeezing thew top and bottom together at the same time whilst pulling on the top will separate them? I have a few items including a couple of bicycle lights that use that procedure to access the battery compartment.

I don't know how good that light is. If it is good, and you want to continue using it, I suggest you buy rechargeable batteries and battery chargers.
If that light is not that good, I like these lights which are 350 lumens, charged by exposure to sunlight, and have a built in horn. You can buy them on ebay for less than US$15.
Check out prices, but rechargeable batteries and battery chargers may cost nearly as much as one of these lights.
