You're right that handling skill counts as much as power, which is why it's an impressive feat.
I'm not implying I could hold a candle to anyone with a record. I'm not particularly powerful. I'm saying that this event appears to measure how powerful an athlete is, but it doesn't do that so well.

IMHO the hour record is a better measure of a riders power (as well as many other track events). The moto-assist speed record is more of a dare-devil + athletic skill measure; kinda like the downhill record:
I'm glad somebody thinks these records are a good thing to chase ... 'cause I ain't interested!

No, it DOESN'T appear to measure power. There's no power meter used. It measures human-powered speed, and it does that just fine. A human-powered equivalent of a tractor pull would be a better measure of power, but that wouldn't be the point of this particular accomplishment.
