Where do craigslist sellers get their bikes from? (Police auction?)

Where do craigslist sellers get their bikes from? (Police auction?)
I was on Craigslist and I put in $50-$100 and I noticed bikes from the same seller came up. I asked him why he had so many bikes for sale and he said he got them from a police auction. I looked at some other ads and noticed that if they have the same backdrop they are from the same seller. Where are they getting their bikes from?
