enormously tall.

thinnest, flakiest paint I’ve ever seen.

mismatched rear wheel and nds crankarm.

wouldn’t be too big of a sin to chop this one up, no?

Yeah, part out probably.

That grey finish is very difficult to remove from Triomphe arms. Lye doesn't work. Takes a lot of elbow grease. Currently, here's the least expensive eBay listing for a replacement arm:

I remember seeing those satin black painted Bottecchia framesets at a local bike shop my brother and I frequented back in college in the mid 80's ("Wares" in Milwaukee, WI.).
Even when sold as new framesets, the paint was already flaking off on them. Some of the worst "quick release" Italian bike paint jobs I've seen on any bike. I suspect it would be easy to repaint the bike because it's easy to match that satun black paint. You just have to use the appropriate primer to make the paint adhere better to the fully chromed frame and fork.

Great big frame worth $300-400 or so for the frame set to the right buyer. The rest of the bike is pretty much junk the stem and bars are nice but the don't really match the bike.

Since the chrome is fairly good I would say just just rock the patina no repaint.

For what's it's worth...

I'm about to take delivery of one of these frames in the dark blue with chrome lugs.

As I was looking for info online I saw this one for sale that seller stripped the paint off of it.

frame appears noticeably earlier than subject cycle

rather "b-line" or "c-line" kitting

Other than the brand name, the second bike has nothing in common with the first. Stamped drop outs, cottered crank set, claw RD, etc., etc.

Stem looks like the Trek "System 1" I had on a commuter bike some years ago.

chopped up. kalloy stem.

lightly brushed off the flaking paint. clearly not adhered well to the chrome, unpolished tubes included. tho it’s especially vulnerable to cold temps, I think.

considering going after the rest of the paint, like as seen above. not just for aesthetic reasons, but because this stuff is likely not done shedding all over the place.
