Problem with the OP's proposal is that no-one agrees on what an appropriate pants inseam is. One person likes floods, another likes a deep break at the instep. OP says his pants inseam could be from 28" to 30", that is a 2" range which is large enough to make the rule not workable.
My clothing inseam is 29" but pants/ trousers generally come
in length sizes in multiples of 2", 28/30/32/34" etc in the UK,
and for say loose fitting jeans 28" usually fit better than 30".
Still I was surprised how close the crank centre to seat height
was for my "inseam", the number most people know for clothing.
For the hell of it I'll posit if the "crank centre to seat height" is
shorter than your normal clothing inseam, the seat is too low,
and it is a pretty good way of setting the initial seat height.

Hi,
My clothing inside leg is 28"/29", I prefer the latter, but an unusual
size, and 28" fits better than 30", depending on acceptable crumple.
I measured both my bike today, centre of the crank along the tubes
to the top of the saddles, the road bike is 29", the folder 28.5".
Seat height is set so my legs will lock out using my instep over
the pedal. i.e.very near as high as it will go, with no consideration
of being able to touch the ground sat in the saddle for the height.

Yeah right. More meaningless criticism. I'm average height and use average
cranks. You either use 170mm cranks or are short and use shorter cranks
or tall and use longer cranks. It hardly renders the observation useless.

uh whut? I use 172.5 cranks on one bike and 175 cranks on another bike. I'm pretty average height but have longer legs and shorter torso.
However... I used to wear more baggy pants with a 32" inseam, but recently started going with more fitted pants in a 30" inseam (my actual heel-crotch inseam is around 32" I think). I just checked crank center to saddle on my road bike (the one with 172.5 cranks), with the saddle set by the shop owner when I purchased the bike, and it's right at 30".
I'm going to check to see what the height is on my MTB later - theoretically it should be a touch lower since it has the 175 cranks on it.
