It's more than $1,000, but imo, one of the best values on a new frame is a Bob Jackson off the peg. You get to pick from about 70 colors too.

You can get this Polish bike for $660. There are fancier versions with the Tange tubing too. Creme Cycles - Creme

Those bikes look nice. The website is annoying though with all the 'discover' faff.

Its a pick your poison sorta deal. I love me some level top tubes, but have no love for the 6" of quill stem many need to make level top tubes fit.
Another option is to buy a frame that is way too big so you can use a normal height stem, but then the seat post is slammed all the way down. I currently have all three options in my fleet.

Wait, they still sell old style brake levers with the cables coming out the top of the hoods?

Check out the Maison Tamboite thread for the opposite extreme.

There is a definite vintage retro market covering both ends of the spectrum.

Dia-Compe makes several models.
Velo-Orange sells these for $75.

You can even get new brake levers with suicide/turkey levers attached.

In ye olde vintage days, standard seatposts were 180mm and virtually all frames "were way too big". It's fine and traditional, but good practice is to make sure you've got an inch to spare from top tube to crotch.

I think sloping top tubes look better than 6" of technomic. If you need the latter fine, but much of the time these days it appears that people just don't understand how C&V bikes were fitted. Still, it's ultimately the rider that's going to ride it. Whatever works for you.

Always been a tough ask for me, 6 + ft. tall, 37 in. long inseam, longish arms. Never been much of an aggressive rider, rarely ride in the drops and no love for bending much to get to the bars, but with the long inseam the seat ends up being way up and I need to get the bars way up to match. With C+V top tubes it makes for some cringe worthy looking setups.

I was looking through Raleigh's on Accell's B2B site the other day and they've got a few cool handmade frames in 531. I didn't know any companies used 531 anymore. I was pretty shocked and both are rather easy on the eyes. They have a repop TI frame and Carlton Record CRD frameset in 531 also. Both very classy and threaded lugged forks.

So buy another one. New spec BJ World Tours are 631 oversized, and can be upgraded to 725 or 853. OS is IMO the way to go for a touring bike, especially in large sizes.

Part of the reason I got a Mercian is they offered OS at the time I ordered it.

I'm set for bikes at the moment. Plus I want room for bigger tires on any road bike I buy in the future.
