There is something nobody has mentioned in any of the previous posts. Does the bike fit you? The cheapest bikes come in just one frame size but most are available in multiple sizes. If it doesn't fit you comfortably it is not worth a dime.
I once bought bikes at our local police auction. The only problem was you could not get close enough to the bikes to measure the frame size. Most of the buyers were familiar with the bike names sold at mass merchandisers and would bid them up close to the new bike price. Not so with brands like Univega. I got an older Univega road bike for $40. It was a bit too large for me so I kept it for a while and then sold it.
