All I know is that is one of the wackiest stem setups I have ever seen.

Seems like a Rockwell hardness test is in order.

Looks like a home built built attempt at Obrea style pursuit bike using random high end parts and Japanese frame from the mid 80's. Nothing on this bike seems to make sense or match. A some better pics of the whole bike and details frome the drive side would help in ID.

Given that it is a pursuit frame and assuming it is Columbus, there are a number of candidates. While it does have some aero shaped tubes, it's not the Air tubeset, so they were probably formed by the builder. The best indicator of the tubeset would be the post size; PS=27.0, PL = 27.2, Record = 27.4. Of course, I'd be removing the fork to ensure it has a Columbus stamped on the steerer.

IIRC, this steering configuration was relatively popular in the mid to late 1980s, though Ive seen simlar set-ups going back to the boom era.

just FYI, there is a page in the Classic Rendezvous site for Stelbel (from Italy, outside of Milan, despite the Germanic -looking name) and a fair number of "pursuit" type Stelbel frames on the internets, too
