Need to find a 28 hole aero carbon rim

I have a PowerTap G3 power meter wheel, and recently, the DT swiss rim that came with it (I bought it as a complete wheel) has been breaking spokes (I weigh 165 pounds so weight should not be the issue).

Rather then continue buying new spokes, and seeing as how I have been wanting to buy an aero deep section wheel, I want to buy a new aero rim for my hub.

The problem is, my PowerTap hub is a 28 hole hub, and I have not been able to find many affordable 28 hole aero carbon rims. I am hoping to spend under 400 dollars, I was hoping to find something on clearance from a chain reaction cycles or some other website like that. I want something at least 40mm deep, preferably at least 50mm. Anything up to 75mm deep or so would be good.

If I cannot find a 28 hole aero deep section rim, is there any way to lace a rim that does not have 28 holes to my 28 hole hub?

I own their RRU35C02 25 mm wide, 35 mm deep clincher rims which are going to ProWheelBuilder.com tomorrow to be built up as fixed gear wheels. I made fun of their delivery time in that thread but it was actually OK. I can't comment beyond that they look well made are within 1 gram of advertised weight.

Discussing a potential build recently with Richard@ProWheelBuilder.com, he said they could get their house brand PWB Ventus and Terra rims in 28 hole but they have to be ordered. You could ship him the hub and he would build it up.

FSE also told me they could get 28 hole rims but they have to be ordered and made specially.

I was interested in more spokes for gravel and that's why I was looking at 28 hole wheels vs 24 which are available everywhere.
