Yes it's a wheelset.
Hubs are not flip flop, they are for freewheel only.

Picked up a brand new Raleigh One Way for $400 from LBS
Has Brooks B17 pre-aged saddle, full SKS fenders, Lezyne Pressure Drive S Pump, CrMo frame, and flip flop hub

looks like a great deal when you show the list price as $800. I don't understand that pricepoint if the frameset (frame, fork, seatpost, headset) is $180. $350 seems like the price it should've been closer to all along
