Cracks vs scratches

So I am looking at a used bike. It's a felt z6 at a great price. But when inspecting the frame I noticed a lot of scratches particularly on the right side. They appear linear, multiple underneath each other as if the frame was scratched along another granular surface? When I feel them they kinda feel superficial but I'm not sure I can tell 100 percent. I have attached pictures of all relevant scratchss. Anyone with experience to share would be greatly appreciated ...

I tend not to freak out over relatively minor, "cosmetic" CF frame finish issues, but the pattern and some of the depth of some of those makes me personally a little uncomfy. Do you kow if the owner had it checked out by the CF repair gurus wherever you live? It looks like that bike took a fairly good hit to me.

Cosmetic.

The crosshatch carbon fiber is cosmetic too (the structural carbon is ugly; no one would really want to see it).

Having it looked at is a reasonable idea.

So I live in jersey city can't find an obvious carbon fiber specialist with a quick google search. Would a LBS be adequate? Honestly I would not buy the bike with those scratches if it wasn't for the great price point. If I add costs of inspection and its anything more than 100$ it may make it not worth while.... My understanding is most of you guys think its likely superficial blemishes/ scratches but given the extent theres a small chance one of those goes down to the carbon?

You probably aren't going to find a carbon fiber specialist unless you happened to live near somebody who did repairs.

An appropriate LBS will have likely seen lots of frames in different states. So, it might be useful to have them take a look at it.

Just realized the seat post is seized into the frame and can't be adjusted. Lol ... bike is going back

That makes all of this somewhat beside the point, but the pattern on the fork makes me think it was locked to something chain link.
