I use Look Delta cleats. Still slick, but slow steps make it safe.

I use the drawstring bags, I have a boat load of them from soccer cleats and they're probably the most versatile small bag I have.

put your hand through the loops and then wrap as much slack around your hand as you can, that reduces the swinging. I use a plastic grocery bag when I take movies/books back to the library, which then scrunches into my saddle bag.

Shopping bags

In a pinch, you can use the cheap cloth shopping bags that sell for a dollar at Walmart and target. Stick your arms through the handles so the bag is across your back.

nobody here wants to throw a rack and panniers on their road bike eh?

My dad rides a Trek Pilot 2.1, with a light duty rack, and trunk bag. I could see that as being a pretty good way to go. As for the light duty bags I think the OP's idea is a great way to re-use things that are already around most of our houses. I have one packed up inside each of my Panniers just in case I need more storage I can throw one on my back, and strap the second to the top of my rack. (My bike naked is at least twice as heavy as most the bikes here )
