New Rubber
Put new tires on my old Schwinn Passage today.
Gotta love the feeling of that first ride after putting on new tires!

They also look so much better. I always try to take my bike pictures after installing new tires.

New tires are always a treat. I am, however, a in a bit of a wonder? When I look at the bike, one thought came to mind immediately - the steering stem looks to be set way to high, meaning it is not inserted into the steering tube far enough. Then, I noticed that the steering stem appears to be installed backwards. Is that the case and if so, why?

You`re right on both observations.
I`m elderly with a Very Bad Back. If I would have stayed with the original stem I literally would not be able to ride it. (at least not any real distance).
So , years ago I bought a very long short stem. It helped a lot, for many years.
Then the back kept getting worse, and I was riding less.
So, one day I turned the stem around, bringing the bars closer to me.
Now I don`t have hunch over while riding. I have a more upright riding position, and it`s much easier on my lower back.

^ I'm glad to see that you found an adaptation that works for you! It's a pretty bike, and you're still riding it. That's a good thing.

I`m elderly with a Very Bad Back.
A second approach also worked well for me and my pain in the butt neck. This 58cm early sixties Torpado, a bike that should be too big for me, proved to be very comfortable with a short stem. Put another way, a larger bike did the trick this time but I cannot ride the hoods set up like this...

That's a lovely bike. What type of tubing does it have? I see a newer Columbus sticker, but I can't quite read it...

The bike looks great. I've used those Kenda tan walls before and they actually ride very nicely in my opinion. The thick center tread rib really mutes the road buzz, even when inflated pretty high.

I`ve ran quite a few pairs of Kenda`s over the years.
My LBS used to carry another , more beefy, 27X1 1/4 that I was always tempted to try, but never did.
I think Kenda`s gum wall are the only ones they stock now, but I`m sure they could order others.
27 X 1.25 aren`t a real popular size anymore.

Pretty bike and pretty pictures.
I have a bad back and neck. Issues in my lumbar spine and at C5 and C6 and I thought I couldn’t ride any more for a while. Age, injuries, chronic stubbornness and stupidity...
Anyway, sitting too upright hurts my lower back pretty quickly, too crouched kills my neck and causes cramps and spasms.
I have found ways to compromise by moving my stems and seats and bars around.
sometimes it takes a bit of creativity and time to find the right spots.
