What is this spongy sticky thing for? Water bottle straps?
So... upon the closing of my old head-bicycle-mechanic/friend's bicycle shop, I bid and won a box containing mounting straps for old water bottle cages... the type of strap that you use on 70's bikes without appropriate braze ons (ins?). But, with my purchase of 1000 lifetimes supply of water bottle cage straps, also in the box were these spongy/sticky straps, which I don't what fer they do? They don't seem to the right length to work with the straps. I also have 1000 lifetimes supply of them also. Does anyone have a clue? Thanks.

I think they are to protect your paint from scratches from the strap.

holes look like they might be the correct diameter and distance apart for the mounting clamp of a Pletscher rear rack
