Sit on handlebars.........Then pedal......Toes will be pointing backwards.......Problem solved.

Switch to a 20" wheel bike. I was astonished how much toe clearance is provided, over 6 inches, versus my old 700c road race bike. This is because the 20" wheel bike has a similar wheelbase to a road race bike, but much smaller wheel radius. My 20" folder has a bit shorter wheelbase than the one below, but the illustration is otherwise accurate:

Are the pedals under the arch of your foot? I suspect so, and most of us ride with pedal under the ball of our foot. If you can, ride to the bike shop and ask them to watch you ride and where your foot should be on the pedal.
