The lever assembly doesn't usually go bad on bikes. Big thing would be figuring out why it's frozen.
Any chance you can upload some pictures to imgur.com and share them here?

I think that's a 6 speed indexed thumb shifter - there are still equivalent available like these on amazon.ca. Might look a hair different.
The shifter needs to match the gears at the back unless you use a friction shifter.
.
You could also change both front and rear to trigger type (or grip shift, but I'm definitely not a fan of grip shift
It's likely though that the 'frozen' is from something else - I've checked out bikes for people where the limit screw on the derailleur had been set to a single gear, or the cable could be seized in the cable housing.

Cut the cable at the shifter and try it, you should replace the cables anyway. I've never had a shifter freeze but I've worked on dozens of old bikes where the cables had rusted to the housing, cut the cable at each end and everything else worked fine.

I too would suspect a rusty cable stuck inside the cable housing. But you never know until you yank that cable (or try to). The shifter itself should work fine if you carefully disassemble, clean and lube it*. And them put it back together in the correct order.
(*or possibly just squirt some WD40 in it, without taking it apart.)

If the shifter was exposed to moisture the internals may be corroded and stuck. A little bit of wd-40 will loosen it. I would spray some in, let it sit, then slowy move the lever back and fourth. It worked for my old SunTour barcon FD shifter after I snipped the cables.
