drop bars with forward sweep
wondering if anyone has seen 31 bars that sweep forward from the stem to give the rider more extension and allow them to fit a smaller frame with out putting a 200mm stem on it LOL !!!!

200mm is more like a tiller. Cornering must suck.

If you need a 200 mm stem, the bike does not fit you.
If you need a120mm stem with bars that have an extra 80mm reach, the bike still does not fit you.

So, nobody's bike fits? 110-120 + 80mm reach is pretty standard. What am I missing?

Those of us who ride in an aero position (back almost flat horizontal) a lot will want these types of bars. Why?
1. when you're hunched down, the forwar sweep will give you extra room to stretch. Yes, extra room to stretch will lessen the strain on your elbows, and it'll allow you to breathe a bit better, and all this will mean you'll be able to hold that flat aero position longer (without using dedicated tri-bike aero bars)
2. then when you're sitting more upright, eg, you're climbing on the tops, or just chillin on your recovery ride, then you can sit upright without needing to stretch out.
I'm using a 120mm stem with a 50cm frame. And when I'm in my most aero position, I feel like I want a 130 stem, but I know that a 130 stem will probably throw the bike's handling a bit off, and a 130 will be a tad too long when I'm sitting more upright riding the tops. In my case, the forward-sweep bar makes a lot of sense.

Don’t all road bars sweep forward?
So no one rides on the hoods?
...or in the drops?
genejockey pretty much hit it on the head.

However, with long enough reach and elbows straight, this can give some riders shoulder pain. You shouldn't have problems bending your elbows a bit if maintaining a fast pace and continuously pedaling (the reason why you would be hunched down horizontal to be aero). Whenever you're pedaling, you must be able to user your core muscles to hold some of your upper body weight.

So instead of an 80mm reach bar, like you say, a bar would have a 160mm reach.

Funn g wide have a reach of 135mm. I use them on my touring/gravel bike. I can pretty much fit my entire hand on the bar before the hoods. I like being able to move a lot. Also the long reach allows for a short stem. Witch is nice for bar bags and front racks.

I suspect OP is looking for something like randonneur bars except looking for forward, rather than upward, sweep. 80 mm is about two inches too much, and I don't know of anyone who makes a forward sweep bar like that, anyway.
(And of course that leaves the question of why someone wouldn't build a bike with an inch longer head tube in the first place.)

By the standard C-C measurement for reach specs, those are 110mm. Per their diagram, the 135mm measurement is outer to outer and increased by twice the radius of the bar.
