I've actually spent some time getting the seat and bars just right. I have just a little bit of bend in my elbow when I'm in the drops and I can still breathe freely. I built it to ride at Hellyer Velodrome so it was never meant to be ridden on the street. But I haven't been to the track in almost a year. And I do love riding this bike. So I've been taking her out more. Thanks for noticing the spacers. I love that detail too! 
I can see why you would feel that way. I did consider cutting the steerer tube down at one point, but after getting the bike totally setup, I realized I really needed them to keep me from dropping too low which makes it harder to take deep breathes in a race.

Ever seen anyone snap a seat post? I have. "Fat Andy" riding down the yellow lines, no handed, snaps his super extended seatpost, on his tiny circus bear sized bike, and goes down. Luckily, there was no traffic. And lucky it snapped even with the seat tube....

Here goes ... it's not a work of art, but it's my first foray into the world of SS. Bought the bike for some of the parts which I used on another bike and determined that I had enough parts left over plus some in the bin to build this ...
Took the photo during it's first ride. I wasn't sure what to expect from the ride ... but with a 42-18 I'm not sure that my legs are up to riding any hills with it. I'll switch out the pedals to clips and see what happens.

Is that really all that helpful, though ? It seems to me that the real problem with using a presta valve tube in a rim drilled for schrader is that the tube tends to get cut at the base of the valve inside the rim as the air pressure pushes it into the larger hole. I've used Velox rim tape with a presta valve hole to prevent this problem with good success. Those Ben's nuts are pricey and are mainly cosmetic IMO.

I've actually used them and they work quite well.
What you're describing is a non-issue because the stepped-down insert fills the extra space, making a Schrader-sized hole Presta-sized. The ones JDT posted work well too.

Does it fit on the outside or inside ? If it fits on the outside, then it will only fill the outside hole of a typical double walled rim, allowing the tube to push into the inner hole. If it fits on the inside, then you are pushing the valve stem into the tube, which isn't good either.
