Dawn's early light covers the practicing soldiers.
It's literal translation is: "Morning Light First Cover Performance [meaning Practice] Soldier Place"
It's poetic... so what it would sound like in English is "Dawn's early light covers the practicing soldiers." and it's kind of interesting that the citizens are bearing arms; the word/character used isn't "military"... there is no differentiation between soldiers and military because (then, in that context anyway, in theory) the militia is made up of "the people" who claimed the right to bear arms.
There is more than a little irony there from my perspective.

On the contrary, the Wrights would have been bitter if not incensed, as the poster depicts a Bleriot monoplane. It was bad enough that the Bleriot outperformed the Wrights' contemporary model but even worse, the Bleriot was outselling the Wright model. However, the ultimate insult was that Bleriot refused to acknowledge the Wright's wing warping patents, which were the subject of litigation in both the USA and Europe. The Wrights had sold their European patents but were still involved in the legal proceeding and would have still been earning income from the patents on a royalty basis. Given the Wright brothers egotistical, litigious and monopolistic nature, any references to a Bleriot design would been the source of contempt, as it would have represented legal battles, loss of income and their diminished status. While the Wright brothers were pioneers of powered flight, they were also the greatest thorn in it's early development, until the Great War threw litigation out the window and made rapid development the priority.

Yes, it's interesting how different generations view things. It's easy to misinterpret older pieces of art, literature, music or cinema, without some background of the era. Unfortunately, I'm not aware of the symbolism, if any, of her (right) hand gesture.

If the artist could have effectively depicted that the lead cyclist was pedaling backwards due to the low gear of the retro-direct drive, that would have made it crazy, at least for modern cyclists.
