Where can I find a small frame bag?

I've searched extensively online, but can't find a small frame bag. I just want something that can hold a multi-tool and an inner-tube, so something like 4"x3" (10cm x 8cm).
I know they are small, but a saddle bag isn't an option due to size restrictions.
Any suggestions?

There are bikepacking bags, the type that gravel bikes use. I have seen little bags that sit on the top tube up against the head tube just type in bike packing bags in your browser and there should be several to select from.

I've used a Bell Stowaway 300 handlebar bag to hold my coil lock and multitool. I ride a recumbent trike so there is no conventional handlebar to hang it from. Instead it is hung on the frame behind the seat. The only change was to add a cord that keeps it from sliding down the frame. I looked up when I bought my second one over about a decade. Back in 2017 it was just 10 bucks. I'm not sure if Bell still sells that exact model but I would buy another one if I needed a replacement.

Might be bigger than desired. Oh there are also strap things that secure a tube a multi tool. Used on mountain bikes. Can fit just about anywhere.

other option just a stuff sack in a jersey rear pocket.

Another alternative if you have a spare bottle cage you are not using on the bike, there are containers that are sold that fit in those, I have a Zefel container on one of my bikes. And some food containers fit well in those too. Skippy shrunk their jars, no longer fit well, Crazy Richard's peanut butter (16 oz) fits. If you spray paint the inside of the clear part of the jar instead of outside, then the paint does not wear off the jar.

The Zefal container, this bike has mounts for an under-downtube cage:



This bike in the photo below did not have mounts for a cage, I used straps to hold the cage. This container is available in Europe, I have not seen them in USA, but maybe they are out there?



And this bike did not have cage mounts, I think the cage mounts I used are Zefal, this is the peanut butter jar I cited above.
