Looks cool! They came on HVZ (XB3) track bikes, I think. It's made by HVZ, isn't it?

That stem got sweat and blood on it even before it was ever ridden. You just know those Ruskies had better win... or else!

Can confirm it is ON HVZ Kharkov XB3. Not sure it was made by them.

You jest but Russian metallurgy is better in some fields (most notably aeronautica) than the US ever had, and arguably has now. It doesn't help that most US manufacturers of steel chose to focus on lowering costs these past few decades instead of innovating.

Looks a bit like a Titan Maes stem to my eye. Though with some slightly more ornate lugs.
