why do you want deep vs and risers?
because you see a lot of cool people that have them or because you have some ridiculous reason to think they're good? they're not good. if you want to trick get chukkers and if you want fast deep vs are fine but risers suck.
and if you want to spend less than 300 get a nashbar hounder or an ebay crap bike. you can't get anything good for 300 or less unless it says "kilo TT" on it.

Your cog is slipping.
I know it's preposterous to think so but maybe...just maaaaaybe...the OP wants risers and Deep Vs because that's what he likes?
No real need to be an a-hole to the kid.

I'm new to all of this, but I like my Gravity Swift 2 from BD and it's $310 shipped. Obviously, I had to find "deep v's" after the fact, but it's not like it's urgent. And risers are cheap and plentiful if I ever decide i want them. Worth a look at least, the bike is mostly aluminum and is very light.

Hey OP, sorry about the complete sh*t fest this thread turned into. Check Craigslist, check eBay, go to your local bike shop. If none of that works, get a Kilo TT and throw your riders or whatever on it later. Remember dude, it's your bike. If it makes you happy and it gets you where you wanna go, then it is an awesome bike.

If this is your first road bike, I suggest going to your local bike shop to get a general idea what size frame you're going to want. The service I got when I went was top notch and they also carried some bikes that I had my eye on, so I ended up walking out with mine that day.

comfort is going to be relative to the person riding the bike. Personally, I commuted on riser bars for over a year and found them to be very comfortable. A 2-3 inch rise with a bit of back sweep felt great to me.
Just be sure not to cut them too short. I used to see way too many bros on campus with 8 inch straight bars. They looked like they were constantly struggling to steer their bikes.
I think your best bet in that price range is a motobecane track or a windsor like yummygoey said. good riser bars can be had for pretty cheap. ride the stock wheels until they explode. you won't really feel a difference with a set a of veeps.

Hell, you might even ride around in the drops right away and realize you find them really comfy. You just have to try it and figure out whats feels best for you. Bikes are almost entirely personal preference.
