See if you can find a shop that carries a selection of Terry bicycles. If you don't want to go with a custom bike like a Bike Friday I believe that Terry is your best bet. Note that on bikes for shorter women, Terry does use smaller wheels - their hyrid has 24" wheels for riders who are between 4' 10'' and 5' 4", and their other bikes use a smaller front wheel.

Also - don't stay away from road bikes just because you don't want drop handlebars. If a road bike fits (and feels) the best, you can always have your LBS change the handlebars.
