Tire question for winter riding

Thinking about the Schwalbe GT365 for winter use on a beach cruiser. Anybody have experience in light snow with these tires? Building the bike up for my brother who lives in Utah and needs a machine that will ride decently in all weather. Its already got fenders and such on it, just trying to figure out what to put on it that will work in all seasons and weather
