Cutout in lower head lug mirrors the 4-lobed design used by Ciocc, and those looooong points are another Ciocc dead-giveaway. So possibly Pelizzoli-built. See if you can get more pics - this looks like it could be quality.

perhaps they’re no longer in business? I found a web address for them, but it also seems to be a dead link. Maybe an Italian speaker can find something? Searching “cicli foresti tiziano” turns up a number of Italian pages.

Name Cicli Foresti Andrea also used. Perhaps this represented the passing of the shop from father to son(?).
