Is it your size? It's a small frame.

Size, as mentioned, is of great importance. To that add that the bike will, likely, require some work and parts to make it road worthy and safe to ride. Figure on cables and casings, new brake pads, grease for bottom bracket, head set and hub bearings and replacement bearings if the originals are worn out or damaged. To that add the cost of work if you cannot do it yourself. At the end of the day that twenty dollar bike might well set you back over a hundred if things are not up to snuff "as found".

Its a low end bike in poor condition. Valuation is all local. Around here, I would donate that bike. But it might be a lot harder to find in your area. Generally, look for an older MTB with higher end parts: think Deore XT, DX or LX. Chances are, a bike with such better parts will also have better wheels, better frame, better everything.

Are the wheels 26" or 24"? Is it me or is the fork bent a bit?

I always have a tough time telling if a fork is bent from photos...sometimes it is the angle or the turn of the fork...that one makes it look a little misaligned but not bent backward

I see you've flipped a few bikes, so you should have a good idea on its condition when you see it. The newer Peugeot mtb is basically an Asian made model. So, not a whole lot different than most of the other common brands.
