Bottle Cage Mounts - need help
I know those bottle cage mounts are everywhere, but I am looking for the clamp-on steel ones. I want to add a mount on my Tourist under the down-tube and I am coming up short. Suggestions?

Not sure why you want steel.
VO makes the old style straps that used to be supplied with all bottle cages half a century ago. They do not work on all cages but work on some of them.

Or you can use hose clamps if the aesthetics are not important to you.
I wanted to put a container under my downtube with my spare tube, a few tools, etc. Used a Blackburn cage and the VO straps in the photo. My bike is not a Windsor Tourist but that should not matter. But if you are concerned you could contact VO first and tell them your tubing diameter to see if they should fit.
But if you want steel I think you have to keep looking.

Honestly, anything other than something cheap and plastic would work. Wrong choice of words.

Hose Clamp
Hi why not use a stainless steel hose clamp? Unscrew it all the way, to get around down tube slip your bottle mount in, thread the strap back in the clamp and tighten. DONE!

Riv Nuts
Riv Nuts are not that difficult to install , in reality.
you expand them in the drilled hole with the bolt pulling against the flange of itself..
others use a seat post QR.. same 5mm thread . the lever pulls against some tubing against the riv nut flange..
..

I like those oldschool VO mounts. Simple but they work well.
I have also used hose clamps but wrap them with electrical tape afterward so the loose end won't catch on things. Ghetto but functional.

the velcro strap on two fish cages are very secure, they have 2 strap versions. doubling up

Assuming standard size tubes, the vintage cage mounts are much nicer than at least some of the new reproduction cage mounts you find on E-Bay.
The reproduction cage mounts I've found fit poorly, stick out an excessive amount, and don't hold the cage well.
Keep in mind, you need cages where the clamps can go over the screw attachment points.

Thanks for the replies. I think I may use hose clamps to try it out first. Then buy something meant for the application.
