Steam itself isn't a bad idea. Most electricity comes from steam power, Saab has experimented with steam powered cars in the 70's and VW in the 90's. It's potentially very efficient and burns a lot of fuels in a very clean way.

What killed it for railroads is that the maintenance costs were much higher than diesel and electric. High heat and pressure are not friends of metal integrity.
