10 speed not shifting into the smallest ring

10 speed not shifting into the smallest ring
Would like some helpful tips. I have a Shimano 10 speed cassette and I have a bond Bontrager wheels that I bought off Craigslist. I put the cassette on the wheels but then I noticed that it wasn't shifting into the small COG I've tried everything and I cannot get it to shift to the smallest ring do you guys know what's going on, do I need to take it to a bike shop or is this something I can do

You may need to adjust the H limit screw on your RD. See Rear Derailleur Adjustment | Park Tool

Check that the derailer cable attachment washer's tab is not contacting and holding the derailleur from full travel. I've seen this washer get flipped over and cause a problem. And it's proper orientation is not obvious if I remember correctly.

yes it does drop to smallest cog, i adjusted the H screw.........So when i turn the ? counter clock wise to index the gears it wont drop to smallest cog wired, i think my cables are messed up

After adjust the H screw you may now have to adjust the tension barrel on the RD. There is one found on the RD where the cable housing ends. There may also be a barrel adjuster where the housing comes out of the levers, or possibly on the down tube cable stop location if you have external cables.
You'll have to turn it counter clockwise also to take the tension out of the cable. A repair stand makes the job easier, but a car bike carrier works as well. Just be careful not to scratch the car with the pedal. Otherwise you can make small adjustments and then ride the bike to gauge.

Are the Bontrager wheels 10 speed or 11 speed wheels? If they are 11 speed wheels then you need to put the spacer on the hub before you put the cassette on. This may be the problem.
