I don't know of any specific apps to help with dressing for cycling, but maybe others can chime in. I just check the weather on Google before heading out. Where are you riding?

Welcome to Bike Forums, elks! Accuweather, for right now temps. There is an app called Epic Ride Weather that you load your planned route into, and will give all kinds of info.

Welcome. You’ll quickly learn how to dress riding. Just a quick look at the forecast and current conditions is all I use. You’ll also find the more fit you become, the less cold weather clothes you’ll need.
