Thinking of a trip to CR - but not an off-roader.
Any nice routes on tarmac?

A great place to ride is around Arenal Volcan in my opinion. You can base out of La Fortuna and then go up and round the lake, incredible views, nice rolling hills. You can keep going to Tilaran if you wish. Not a lot of big trucks and most people are very considerate to cyclist. I do suggest when you are around the volcano that you watch for siteseers who are more interested in gawking at the volcano than you.

Stay out of the big towns / cities, traffic can be a bit crazy if you aren't used to Latin America.

Generally speaking, all of Costa Rica is very polite for cyclist. The exception is tourist who haven't learned to use the brake.

There was a HUGE race going on when we were passing through Tilaran in February last year. It sounded like quite the event. Unfortunately, as a result, there were no vacancies and we had to pass through. The route around the lake looks like so much fun to ride!

There's very good road riding near the big city, but dirt everywhere else...
