That's a different matter. Especially if it was a metal steerer, not a carbon fibre one.

Hacksaw or pipe cutter will work. Be sure to thread the headset bearing race down past the cut, it will help chase the threads when you screw it back off. Sometimes the threads get messed up on the cut and it’s hard to screw the headset back on.

Since you already have a 32t hacksaw.... then use a 32t hacksaw.
