The lugs are the same as on a Windsor Carrera Sport but the seat cluster is genuine imitation Cinelli. IIRC, Carabela (Windsor's sister brand) had a high-end bike that looked an awful lot like this, built with Tange or Ishiwata db CrMo and Dura Ace components, so maybe that's what it is?

I was thinking it may be a Mexican built frame also the lugs and dropout finishing with Suntour GS dropouts would seem to match a mid to late 70's Mexican built frame set. the holes in the bottom bracket and the double bottle cage mounts are interesting looks like the may have be done later when the frame was repainted. As for value if it's strait no dings or dents then the $75 seems about right.

I was also considering picking this one up (posted a "help me identify this frame" thread in C&V). Seems Windsor Super Carrera is a likely tag.
Go for it! could be a fun build, and the price is right

Thanks for the info! Haven't heard back from the seller, but if I do I will pick it up and see if I can find any other information on it.

My Windsor Pro has the same BB detail as well as the serial # on the seat tube but my lugs are different.
also I don’t have eyelets on the drop outs.

So did anyone pic this frame up and what size it is? Says 23 so suggestive of 58.5cm.
IIRC, Windsor Pros of that era had that drill pattern - the 8 holes align at the 3 - 9 position with the center hole while Cinellis model SC Brugelmann had 7 holes and rotated so none lines up at 3-9. Superficially they look similar and some sellers fool novices into thinking these Mexican built frames are Cinellis.
From Velo Retro:
1972-76
Mod. S.C. Leggerissimo made to order for Radsport Brugelmann in Frankfurt; yellow with red head tube and seven holes (six holes arranged in circle with seventh hole in center) in bottom of BB shell.
