Bike Friday comes out a winner there , they only make 20 & 16" wheel bikes..

once shipped out of state even that does not apply.. nor if you buy used.

26" & up is the applicable ones.. IDK if unicycles don't count

Haven't been in the Oregon local wallyworld to know if they comply or not.
